El Grupo LEGO puede amar a Virginia, pero tambi\u00e9n se niega a romper con su planta existente al sur de la frontera con los EE. UU. Incluso cuando el amado fabricante de juguetes del mundo anunci\u00f3 su intenci\u00f3n de ubicar su planta de fabricaci\u00f3n m\u00e1s nueva en el condado de Chesterfield, la compa\u00f1\u00eda indic\u00f3 que planeaba expandir sus instalaciones en Monterrey, M\u00e9xico. Para explicar su decisi\u00f3n de establecer una presencia en Virginia, el Grupo LEGO se\u00f1al\u00f3 la mano de obra, los incentivos para la fabricaci\u00f3n y el acceso al transporte de la Commonwealth. \u00bfC\u00f3mo se ven estas caracter\u00edsticas en Monterrey y qu\u00e9 consideraciones adicionales podr\u00eda haber tomado en cuenta LEGO antes de decidir invertir $507 millones adicionales en sus operaciones mexicanas?<\/p>\n\n\n\n

Primero, algo de contexto. En 2006, el Grupo LEGO cerr\u00f3 su planta de producci\u00f3n estadounidense en Enfield, Connecticut, y se mud\u00f3 a M\u00e9xico. Al principio, fabricaba sus conocidos ladrillos de pl\u00e1stico en una instalaci\u00f3n en Ju\u00e1rez, Chihuahua, pero LEGO Group no tard\u00f3 en identificar problemas relacionados con la producci\u00f3n y distribuci\u00f3n. En tres a\u00f1os, traslad\u00f3 sus operaciones a una instalaci\u00f3n m\u00e1s grande en el municipio de Ci\u00e9nega de Flores, cerca de Monterrey, la capital del estado vecino, Nuevo Le\u00f3n. Primero, en t\u00e9rminos de su fuerza laboral, la mano de obra manufacturera en y alrededor de la capital de Nuevo Le\u00f3n es s\u00f3lida. M\u00e1s de 1 mill\u00f3n de personas llaman hogar a Monterrey y 63,000 trabajadores dependen de la manufactura para su empleo. Aunque M\u00e9xico no obtiene una buena calificaci\u00f3n en general en las evaluaciones de educaci\u00f3n internacional, aproximadamente uno de cada cuatro residentes de Monterrey obtuvo una licenciatura, una tasa considerablemente m\u00e1s alta que la de el pa\u00eds en su conjunto<\/a>.<\/p>\n\n\n\n

En segundo lugar, en t\u00e9rminos de incentivos econ\u00f3micos para la manufactura, M\u00e9xico ha brindado incentivos a los fabricantes estadounidenses durante m\u00e1s de medio siglo. En 2006, el gobierno mexicano integr\u00f3 dos programas de incentivos existentes, formando el Programa IMMEX, que proporciona una variedad de beneficios econ\u00f3micos para los fabricantes. Entre estos, IMMEX permite a las empresas extranjeras asociarse con entidades mexicanas para importar materiales libres de impuestos para el ensamblaje, siempre que exporten una parte de los productos terminados fuera de M\u00e9xico.<\/p>\n\n\n\n

El Programa IMMEX ayuda a explicar por qu\u00e9 la manufactura se ha convertido en la columna vertebral de la econom\u00eda de M\u00e9xico, representando m\u00e1s de 18% del producto interno bruto del pa\u00eds, adem\u00e1s de actuar como un faro para las inversiones extranjeras. Nuevo Le\u00f3n, por ejemplo, alberga m\u00e1s de 120 parques industriales. Esto significa que LEGO Group cuenta con otras compa\u00f1\u00edas de Fortune 100 como Siemens, Daimler y General Electric como sus vecinos.<\/p>\n\n\n\n

Tercero, en t\u00e9rminos de transporte, Monterrey ofrece al Grupo LEGO una envidiable variedad de opciones. Monterrey se encuentra dentro de las 150 millas de la frontera de los EE. UU. con Texas, que reclama la mayor cantidad de millas ferroviarias totales en los EE. UU. (10,460 millas) y es testigo de la segunda mayor cantidad de ferrocarriles de carga (54) que cruzan las fronteras estatales diariamente. Menos de 200 millas separan a Monterrey de dos potencias de la zona de comercio exterior: los puertos de Laredo y Brownsville, TX.<\/p>\n\n\n\n

La expansi\u00f3n actual del Grupo LEGO representa la tercera vez en una docena de a\u00f1os que ha aumentado su presencia en Monterrey. Seg\u00fan la compa\u00f1\u00eda, la nueva instalaci\u00f3n en Monterrey incluir\u00e1 un sistema de almacenamiento automatizado, procesamiento y m\u00e1quinas de moldeo adicionales que permitir\u00e1n que la planta supere su capacidad de producci\u00f3n de alrededor de 90 millones de elementos por d\u00eda. Con 33,850 m\u00b2, la planta de fabricaci\u00f3n en Monterrey es la instalaci\u00f3n m\u00e1s grande de la compa\u00f1\u00eda en el mundo, con m\u00e1s de 5,000 empleados hasta la fecha.<\/p>\n\n\n\n

Aunque nuestro blog se ha centrado en la fabricaci\u00f3n de juguetes, la decisi\u00f3n del Grupo LEGO de avanzar en Virginia y mantenerse firme en Monterrey apunta a un nuevo tipo de c\u00e1lculo mental y se aplica ya sea que el producto sea autom\u00f3vil, electr\u00f3nica o textil. En pocas palabras, los estados que esperan atraer nuevas plantas de fabricaci\u00f3n ya no pueden mirar a los 48 inferiores para elaborar planes atractivos hechos de incentivos fiscales, programas de capacitaci\u00f3n laboral y carreteras repavimentadas.<\/p>\n\n\n\n

En su planificaci\u00f3n y presentaciones a los fabricantes, los estados deben ser capaces de distinguir y optimizar sus ubicaciones, dado un s\u00f3lido conocimiento de c\u00f3mo su perfil complementa las operaciones mexicanas existentes o previstas.
